Hire a Dubai software company if the project needs people in your office every week, a UAE-registered party to sign with, or close handling of local authorities and Arabic requirements. Hire an offshore team, such as one in India, if the work is mostly building and reviewing and you would rather pay for engineering time than for a Dubai office. Most mid-sized custom projects, whether an ERP, a billing system or a CRM, can go either way, and the decision rests on a handful of practical points rather than on price alone.

This guide is for owners and operations heads in the UAE who are comparing a local agency with an offshore partner for a custom system. We are an India-based company, so we have an obvious interest. We have tried to make the case for the local option as fairly as the case for ours, including the situations where you should not hire us.

Where the real difference sits

Buyers often compare these options on hourly rates and stop there. Rates matter, and a Dubai team will usually charge more because local salaries and office costs are higher. But a lower rate does not help if the scope is vague or the handover is poor. The differences that decide how a project goes are physical presence, contractual convenience, working rhythm, depth of local knowledge and how easy it is to leave. The next sections take them in turn.

When a Dubai software company is the right call

A local agency earns its higher price in some situations, and it is worth being plain about them.

Your team needs the builders in the room

If the system will be shaped around a shop floor, a clinic or a warehouse that changes daily, and your staff will want to sit with the people building it several times a week, nothing replaces being in the same city. Remote sessions work well for structured reviews. They are a weaker substitute for walking the floor together every few days.

You must contract with a UAE entity

Some buyers, especially government-linked bodies and large corporates, require suppliers to be locally licensed under their procurement rules. We cannot tell you what yours require, so ask your procurement or legal team before you shortlist anyone. If the answer is local suppliers only, the decision is already made.

The product is tied to UAE authorities or Arabic-first users

Bilingual screens, local document formats and integrations with local services are all possible offshore. A team that ships them every month in Dubai, though, will already know the pitfalls. Whichever way you lean, ask each vendor to describe comparable work in writing.

You want a vendor you can visit

For some owners, a supplier a short drive away, with a local office and a local number, is reassuring in itself. That is a fair preference. Name it openly rather than dressing it up as a technical requirement, because it changes the price you should be willing to pay.

When an offshore team makes more sense

The build is large and the budget is fixed

Custom systems are labour-intensive. If a project needs many months of engineering, a team with lower running costs can give you more engineering for the same budget, or the same engineering for less. Check this against your own quotes rather than against anyone's marketing, ours included.

You need depth in a specific area

A Dubai agency has the people it has. An offshore firm may have more experience in a particular area, such as ERP, healthcare workflows or AI integration. Ask for named examples of similar systems, and talk to the engineers who would build yours, not only the salesperson.

Working hours overlap anyway

India is one and a half hours ahead of the UAE, so an Indian working day of 10am to 7pm runs from 8:30am to 5:30pm Gulf time. A question raised in your morning can be answered in the same morning. For UAE clients, the time zone is one of the smaller offshore risks. The working week is the bigger one, so agree which days you will meet.

Your process can be described on paper

Billing, inventory, approvals and reporting can usually be documented clearly and reviewed on screen. When that is true, remote discovery works, provided the vendor uses your real records instead of a demo dataset. When your process lives in people's habits and is rarely written down, lean towards whoever can spend more time on site.

How a Dubai software company compares with an offshore team

Use this as a scoring sheet. Each line shows how the two options usually differ, and the right answer depends on which line matters most to you.

  • Presence: a Dubai firm can sit in your office weekly or daily; an offshore team works remotely with scheduled reviews and travels for sessions that need it.
  • Contract and legal: a Dubai firm gives you a local counterparty and local licensing; with an offshore firm the contract crosses a border, so have your legal adviser review jurisdiction and payment terms.
  • Cost: Dubai rates usually carry local salary and office costs; offshore rates are usually lower, but only a quote on the same written scope tells you the real gap.
  • Working hours: a Dubai firm shares your week; an Indian team overlaps by about nine hours a day but may work a different week, so agree meeting days.
  • Local knowledge: a Dubai firm lives with UAE formats and expectations; an offshore firm has to learn them, so ask for proof of similar UAE work.
  • Skills pool: a Dubai firm offers the people it has locally; an offshore firm may offer more depth in a niche, which you should confirm with named examples.
  • Discovery: a Dubai firm can observe your operation in person; an offshore firm relies on structured remote sessions, so insist on real records and shared screens.
  • Leaving: in both cases, switching is easy only if you own the code, data and hosting accounts; a local address does not protect you from a locked-in system.

What does not change with location

A Dubai address does not guarantee a good vendor, and an Indian one does not make a project risky. Projects fail on structure: scope kept in a chat thread, invoices due before anyone has seen working software, a system that depends on the vendor's own hosting account, or a single developer who holds the knowledge. Those risks exist in both cities. Our checklist on how to outsource software development to India from the UAE covers ten checks that work for any vendor.

Four things should be in writing whichever way you go. First, a scope document listing modules, user roles, reports, data to be migrated and what is excluded. Second, a clause saying source code, database, design files and documentation belong to you on delivery or final payment, with hosting and licences in your accounts. Third, payments tied to deliverables you can test. Fourth, named people on your project and a plan for what happens if one of them leaves.

If your project is an ERP, the scope decisions matter more than the vendor's location. Our guide to what custom ERP development costs in Dubai explains which of them move the number.

Data protection when the team is outside the UAE

If the system will hold personal data about customers or staff, where the data lives and who can see it matters more than the vendor's postcode. The UAE's Federal Decree-Law No. 45 of 2021 on personal data protection applies to processing "inside or outside the country" and sets requirements for sending personal data across borders for processing, according to the official UAE portal. That portal page does not spell out the conditions, so ask your legal adviser what applies to your business before real records leave the UAE.

Some practical habits help with any vendor. Sign a non-disclosure agreement before sharing business data. Use test data in early stages. Keep hosting in accounts you control. Limit who at the vendor can open live data, and agree how it is returned or deleted if the relationship ends.

What about hiring a freelancer?

A freelancer can suit a small, well-defined job, such as one integration or a set of reports. For a system your operations will depend on for years, a single person is a continuity risk. If they fall ill, move on or get busy, nobody else knows the code. If you do use a freelancer, require documentation and keep the code in a repository that you own, from the first day.

Five questions that settle the decision

You can usually decide in an afternoon by answering these honestly.

  • Does your procurement require a UAE-licensed supplier? If yes, hire locally and stop here.
  • How often must the builders be in your office? Weekly or more points to a Dubai firm. Monthly reviews with calls in between suit either.
  • How big is the build? A small, short job narrows the cost gap in absolute terms. A long one widens it, so price both options on the same scope.
  • How sensitive is the data? If it is very sensitive, decide hosting and access first, then see which vendors can meet those terms.
  • Who supports it after go-live? Ask both kinds of vendor for response times and prices in writing, and make sure support is optional rather than the price of keeping the system running.

How Taheri Developers works with UAE clients

We are based in Chennai, not Dubai, and our UAE page says so plainly. We build ERP, CRM, billing and inventory systems for businesses in the UAE. The team works Monday to Saturday, 10am to 7pm IST, which is 8:30am to 5:30pm Gulf time, and discovery calls and reviews happen in your office hours. Before any build you receive a written plan covering what to build, in what order and at what cost, and you keep it either way. The system is yours once delivered, and support afterwards is a choice, not a subscription. Details of how we work are on our Chennai company page.

For clients outside Chennai we run discovery remotely and travel for the sessions that need us in person. If you speak to us first, you speak to the senior engineers who would build your system. An NDA can be signed before the first call. We estimate after discovery, not before it, and we do not publish rates, so ask for them in writing as you would from anyone.

If you need a UAE-licensed supplier or builders in your office every week, a Dubai agency is the better fit, and we would say so on the first call.

Making the call

Choose a Dubai software company when presence, local licensing or Arabic-first work decides the project. Choose an offshore team when the build is large, the process can be documented and the saving buys more engineering. Either way, write the scope, ownership and payments down before anyone writes code. If you want to test our fit against a local option, tell us how your operation runs today and we will give you an honest view.

No cost, no commitment. Tell us how your UAE operation runs today and we will tell you what a custom system would involve.

Frequently asked questions

Should I hire a Dubai software company or an offshore team?

Hire locally if your procurement requires a UAE-licensed supplier or the builders must be in your office every week. Consider an offshore team for larger builds where cost and depth of skills matter and structured remote reviews are enough. Either way, get scope, ownership and payment terms in writing and compare quotes priced on the same brief.

Is it cheaper to outsource software development to India than to hire in Dubai?

The hourly rate is usually lower offshore because salaries and office costs differ, but the total depends on scope, team size and how well the project is run. Unclear scope costs more anywhere. Ask each vendor to quote the same written brief and list assumptions, then compare totals and change-request terms, not hourly rates.

How do I protect my data when working with an offshore software team?

Sign an NDA before sharing real records, use test data in the early stages, and keep hosting and licences in accounts you control. Limit who at the vendor can see live data and agree how it is returned or deleted at exit. Ask your legal adviser which UAE data-protection obligations apply to your business.

Is the time difference between the UAE and India a problem?

Rarely. India is one and a half hours ahead of the UAE, so an Indian working day of 10am to 7pm falls between 8:30am and 5:30pm Gulf time. Agree meeting days up front, because the working week can differ, and ask the vendor to hold calls and reviews during your office hours.

Can I switch from a Dubai agency to an offshore team later?

Yes, if you own the code and documentation. Make sure the contract hands over source code, database, design files and hosting access, and that the work sits in a repository you control. Without that, any switch becomes a rebuild. The same applies when moving from an offshore team to a local one.
